Shannon established Health Justice Consulting in 2018 to provide high quality consulting services to organizations working to improve communities and achieve health equity. Shannon has over 10 years of interdisciplinary experience working in the fields of public health, behavioral health, and poverty law. She specializes in developing cross-sector collaborations and assisted in creating the first medical-legal partnership in the Southeastern Pennsylvania region focused on improving maternal and child health outcomes. In addition to being the Principal for Health Justice Consulting, Shannon is a Senior Advisor for the National Council for Behavioral Health in Washington, DC. At the National Council she contributes to a range of projects and topics including medication-assisted treatment, trauma-informed care, health justice, and health equity. I also oversee a bimonthly publication focused on behavioral healthcare compliance issues, the Behavioral Health Advisor. Shannon is also an adjunct professor at Moravian College in Bethlehem, Pennsylvania.
Previously roles include Director of Policy Implementation for Community Oriented Correctional Health Services, Director of Practice Improvement for the National Council for Behavioral Health, Director of Policy and Planning for the Baltimore City Health Department, and the Health Reform and Health Equity Manager for the Philadelphia Department of Behavioral Health and Intellectual disABILITY Services (DBHIDS).
Shannon received her law degree and Certificate in Health Law from Widener University Delaware Law School and a Master of Public Health degree from Thomas Jefferson School of Population Health. While at Widener, she was the President of the Health Law Society, received the Health Law Fellowship, and received the Reed Hamilton Award for Excellence in Health Law. Shannon’s licensed to practice law in Pennsylvania.
